Concrete Slab Complete: Columns Being Poured Today - 2/22/2012

Today is an exciting day out at the construction site… The concrete slab is complete, the canopy columns are being poured, and the steel is arriving by the truck load.  Rain, snow and poor weather conditions have caused a few delays but overall the project is still on schedule and major construction targeted to be completed by the end of the year.  The walls of the hospital will be being erected in the next couple of weeks so there will be a lot of action to see on the webcam.

October 11th, 2011

The Mark Reed Hospital Board recently approved the award of general contracting services to Graham Contracting Ltd for the replacement facility to be built in Elma, WA.  Several cost of construction bids were submitted on September 7, 2011 and after a considerable review of all  bid proposals Graham was selected on the basis of being the most responsible and competitive firm.  General contractor contract negotiations are currently underway with an anticipated construction start in the near future.

September 2nd, 2011

A large pile of tree mulch that was stock piled on the site after the logging is being moved into place today along what will be the new McDonald creek bed.  The mulch was recycled from trees and logging debris and will serve as erosion control along the stream and around the construction site.

Construction Project Update

The sun is finally shining in Grays Harbor County and with the beautiful weather comes the beginning of our site work that will prepare the property for the new hospital and clinic.  I wanted to give everyone an update on our progress and outline the schedule so you will know what to expect in the months to come.

The logging of approximately 220 trees from tiny saplings to very large trees occurred in August.  Thanks to Chehalis Valley Timber, the hospital has received approximately $85,000 from the sale of the timber which will be spent directly back on the site development.  Another great outcome from the logging was that all of the branches and leftover logging debris were chipped and stored on site for use as erosion control along the new creek path which will be completed by the end of September.  The remaining wood chips will be stored and used around the hospital site once construction is completed for flower beds, erosion control and even possibly some walking paths.  Approximately 50 trees from the site were pulled up roots and all.  Those trees will be placed as large woody debris along the new path of the creek to help create pools, shade, and habitat for creek wildlife.   Although it is hard to tell from Main Street, there are quite a number of trees remaining in the North East corner of the property.

The next phase of the project will be the relocation and restoration of McDonald creek.  The work on creating the new trench began this week and the Rognlin’s team is making fast work of it!  The new creek bed will greatly increase the length of the creek as well as the flood storage capacity which will reduce the downstream flooding during high water times.  The new channel also incorporates over 20 pools and creates twists and turns to slow the flow of the water through this stretch of the creek.  The new habitat will greatly improve the likelihood of salmon spawning and make a great new home for many different types of wildlife.  Two of the existing ponds on the site will be excavated to remove silt, debris, and weeds to create even more habitat and restore the ponds to a more natural state.  One pond on the property will be kept isolated from McDonald creek with the hopes of someday restoring the historic fishing derbies that so many people in Elma remember from their childhood.

Once the work is complete at the end of September 2011, erosion control wood chips will be put in place to allow the ground to settle.  In the fall of 2012; hundreds of trees and native vegetation will be planted along the creek to create shade and enhance the creek banks.

The big day is quickly approaching.  The documents are all complete and out to contractors for bid as we speak.  Once the contractor is selected we will be ready to begin work on the construction phase of the hospital.  We have scheduled a community celebration to take place on site as we turn the first golden shovel of dirt and mark the true beginning of our construction.  The new address for the Elma site is 600 East Main Street, Elma.  Please join us in just a few short weeks to witness this historic day in the hospital’s history!

Mark Reed Hospital Holding Two Community Meetings on August 3rd to Discuss the New Hospital Replacement Project

Mark Reed Health Care District will be hosting two community meetings on Wednesday, August 3rd to provide East Grays Harbor County residents an update on the new hospital replacement project. The first meeting will take place at noon in McCleary at the McCleary Community Center and the second meeting will take place that evening at 6pm in Elma at the Microtel Inn Conference Room. Project leaders will present information on the construction timeline and will be available to answer questions from attendees.

Land preparation will start within a few weeks and ground for the new building will break by late fall of this year. Mark Reed Health Care District leadership hopes the community will take advantage of this opportunity to come and learn more about the new hospital and ask any questions they may have about the project.

“So many people have been working hard behind the scenes on the McDonald Creek Restoration project as well as the planning of the new Mark Reed Hospital. Both projects have their own design drawings, permitting issues, and bidding needs that had to be worked out before official ground breaking could occur,” Shannon Ridout, Project Manager shared, “We are just now getting to the point that site preparations can begin and project drawings will start coming to life. I am honored to be a part of this project and look forward to meeting members of the community.”

In recent weeks, several McCleary business owners and managers have made personal requests of the hospital administration and board of commissioners to provide more information about the hospital replacement project and loan financing terms. Frustrated that the information circulating around the town and community has not always been accurate or comprehensive, business owners have suggested that the CEO deliver a straight-from-the-horse’s mouth question and answer session, possibly at an upcoming McCleary Chamber of Commerce meeting.

Since the McCleary Chamber is holding its annual dinner in lieu of a regular monthly meeting this month, and also to help accommodate people’s work schedules, district CEO Renée Jensen will be hosting a Town Hall meeting at the McCleary Community Center on Tuesday, December 7th from 5:30 p.m. to 7:30 p.m. Community members and business owners are encouraged to attend the meeting, ask questions, and learn more about the status of the project and the what the actual terms of the USDA loan really mean for community members and taxpayers.

USDA FUNDS NEW HOSPITAL PROJECT FOR MARK REED

McCleary, WA- September 29, 2010- Mark Reed Health Care District is excited to announce that the US Department of Agriculture Rural Development Office has agreed to finance Mark Reed’s facility replacement project in the amount of $21,126,500. This loan will be secured by two bonds, each in the amount of $9,505,500 via the USDA’s Community Facilities Program. The loan will be scheduled for a repayment period of 30 years with a 4% fixed interest rate for that entire period. The district has reserved over $2.1 million of income from operations to assist in funding this project.

At the September 23, 2010 Board of Commissioners meeting, the hospital district’s commissioners passed a formal resolution to sign the Purchase and Sale Agreement with the Grays Harbor County Commissioners for the Young Street property. That property was officially acquired by the hospital district on Monday, September 27th. The District will make its first of three payments to Grays Harbor County for the Young Street property in October.

“This is a huge first step in realizing our goal to build a new, state of the art facility that the citizens of East Grays Harbor County need and deserve.” said Renée Jensen, district chief executive officer. Jensen also stated that the hospital district’s next step in the project will be to work with the architect team to complete design phase. “It’s important to us that the public be informed about the status of the financing and the project. We have posted all of our current project information on our website at www.markreed.org and we have been fielding calls at the hospital as well to try to clarify the terms of the loan and the status of the project.” said Jensen. The USDA has required the terms of the loan be changed to be elligible for consideration. This has altered the original format of revenue bond repayment to be both revenue and LTGO bonds. To find out how this new structure works and how it will affect you as a taxpayer please read the
